The Civic Chamber signed a cooperation agreement with the Federal Penitentiary Service of Russia

The Civic Chamber of the Russian Federation and the Federal Penitentiary Service of Russia (FSIN of Russia) signed an agreement on cooperation. The document was signed by the Deputy President of the Civic Chamber of the Russian Federation Vladislav Grib and the Director of the Federal Penitentiary Service of Russia Alexander Kalashnikov on International Human Rights Day (December 10).

The agreement implies joint work of the Civic Chamber of the Russian Federation and the Federal Penitentiary Service of Russia to intensify public oversight of the observance of human rights in places of forced detention of citizens, improve cooperation with civil society institutions, resolve issues of successful adaptation of convicts after release, analyze and disseminate the best practices in this area, as well as resolving other issues of mutual interest on relevant topics.
 
“For many years, the Civic Chamber of the Russian Federation has been monitoring the observance of human rights in places of forced detention. Members of the Civic Chamber are also included in public oversight commissions in the constituent entities of the Russian Federation. Regarding human rights activities, we have always managed to build an effective dialogue with the Federal Penitentiary Service of Russia. The issue of securing our partnership with an official agreement has long been in the works, and today the agreement has finally been signed. I am sure that this will give a new impetus to developing our cooperation,” emphasized Lydia Mikheeva, President of the Civic Chamber of the Russian Federation.
 
“I believe that the signing of this agreement is a very important historical event for strengthening cooperation between the Civic Chamber of the Russian Federation, public supervisory commissions and the Federal Penitentiary Service of Russia. This will allow the public monitoring system to develop more effectively. The task of public supervisory commissions is to exercise public monitoring on the observation of human rights in places of forced detention. Without the support of the Civic Chamber and interaction with the departmental bodies of the Federal Penitentiary Service of Russia, they will not be effective in their work. Our task is to assist, protect and coordinate,” said Vladislav Grib.
 
As part of cooperation, the Federal Penitentiary Service of Russia and the Civic Chamber of the Russian Federation will provide each other with advisory, organizational, informational, analytical and methodological assistance, conduct joint events, and also create working groups to solve the most complex issues.
 
Vladislav Grib noted that the development of the agreement began after a working meeting between the President of the Civic Chamber of the Russian Federation Lydia Mikheeva, along with representatives of the Commission of the Civic Chamber of the Russian Federation on Security and Cooperation with Public Supervisory Commissions, and the Director of the Federal Penitentiary Service of Russia Alexander Kalashnikov. It was held at the Civic Chamber on October 14 as part of the opening of the exhibition of paintings “Keep Hope” by convicts, initiated by the Public Relations Center of the Federal Penitentiary Service of Russia.
  
One of the main forms of interaction between the Civic Chamber of the Russian Federation and the Federal Penitentiary Service of Russia will be developing and implementing proposals for improving measures on the protection of human rights, as well as conducting public monitoring of penitentiary institutions in Russia.
 
In addition, the agreement implies cooperation between regional civic chambers and territorial bodies of the Federal Penitentiary Service of Russia.
