• The Civic Chamber has 126 members:
42 members are appointed by a Decree of the Russian President;
42 members are elected from all-Russian public associations;
42 members are elected from regional and interregional public associations.
The term of office of the Civic Chamber members runs for two years from the date of the Chamber’s first plenary session.
• The formation of the Civic Chamber takes approximately three months.
First stage. The President endorses by a Decree one-third of the Chamber members (42 people). The presidential list includes, as a rule, human rights activists, prominent people of art and culture, scientists, athletes, doctors, and representatives of religious confessions.
Second stage. Immediately after the approval of the presidential list, all-Russian public organizations begin the procedure of nominating candidates for the Civic Chamber. The President-endorsed members elect from the nominees another third of the Chamber (42 people).
Third stage. Simultaneously with the formation of the “all-Russian” part of the Chamber, regional and interregional associations in the regions nominate their own candidates. After the nomination, each federal district holds conferences which elect candidates for the Civic Chamber from the district, usually not less than 10 people. After that, the 84 Chamber members from the “presidential” and all-Russian lists elect by secret ballot the “regional” third of the Civic Chamber (42 people).
